Originally yeah, in first early builds of the game it was implied that Nami was basically the MC’s biological sister. I’m pretty sure Nojiko was even referred by them as a mother in those first releases. I don’t remember if she was ever meant to be blood-related or if it was more of a “she raised them so they call her mom” kind of thing.
As the story developed, Ocean ended up rewriting that part. In the current canon, none of them are blood-related. Nami and the MC are just roommates, and Nojiko is adoptive mother figure. The MC’s parents died in a car crash, and Nojiko stepped in and took care of them, since I believe she was a close friend of his mom.
As for patches: There's Uncut Mod, where the taboo version restore MC and Nami as siblings.

From my understanding, in the original version (when Regium was still working on SG), the family relationship between Nami and Nika was adopted siblings, not blood relatives.
At least the identities of their parents have not yet emerged, so blood relations cannot be confirmed (it is not known whether Nami and Nika were adopted from the same parents).
And Nojiko is the adoptive mother of both of them. Nojiko is clearly not portrayed as a single mother.

Yet somehow not as weird as them being unable to kiss, fuck or be together as completely unrelated non-sibling roommates... I'm guessing it's because MAFIA only allows incest now, 20 years after WiAB. I mean really, what other explanation could there be for 2 completely unrelated non-sibling roommates to not be allowed to be together...
I seriously can't wait to see how Ocean is gonna get out of the hole he dug for himself

Last I checked, they were still raised under the same roof from pre-teens, which, in the real world, can be legally counted for incest, depending on local laws.

The problem with your argument is that those laws exist to prevent abuse based on power dynamics of the relationship between, for example, parent and adopted child. And further prevent issues between adopted siblings. In most cases, those protective laws present in cases of adoption and guardianship cease to be applied when adulthood is reached. Because they make no sense if there is no blood relation.
Therefore, seeing that both the MC and Nami are adults at the start of this AVN, unless Wollust has specific laws against non relatives that were raised together there would be no issue. Also we can't assume those laws exist until we are specifically told so. Why? Because again, generally speaking, all around the world, incest laws exist to avoid hereditary issues and prevent minor exploitation and abuse. Not to keep unrelated people apart because they grew up together.

As we can all agree, Wollust laws don't mean shit when it comes down to it. Patreon/SS rules dictate how this story goes.
Ocean has tried dancing around the "step-siblings" relation, but it's hard to argue 2 kids raised from infancy to adulthood by the same maternal figure wouldn't be classed as "family".
