All the translations are done by volunteers. Volunteers who are fans of the game. It appears no one has volunteered to start on the language you wish to see in the game.
They're fan translations/crowd sourced translations. So I guess no one that speaks the Roumanians language felt it was worth doing. If you speak the language you could do it.
