No, not really, there's usually a ~1 day period where it's only released for those who pay $1 or more. Within that time they usually remove the worst bugs and release the game for everybody for free after that.
Then again, SS is so popular that you'll literally find it everywhere right away anyway.

It's been a very long time now, but I'm pretty sure to remember it was one or two weeks before public release, sometimes a few days more.

Yeah, there were a few longer periods, mainly back in the days when the first release was so bad that you'd likely see some kind of game break. I don't think it was ever more than a few days, though - almost certainly not two weeks.

I only care about Judith, Diane, Jenny, Debbie, The Nun, and im kinda into the Principle and Annie being a BDSM threesome with the MC and I guess More Roxie, Maria and her redhead milf friend. Be prepared to be disappointed. It's a tech update. Not a content update. Roxxy's not even on the list for the three updates following the tech update.
Or you can just look at the posts here by Hero1. They copy and paste all patreon posts and content usually within the same day here in this thread. If your forget Hero1's name, you can also search the thread for the title of the patreon post to find it. Or if you have problems doing that, simply skim through the posts for the same date (or day after) the patreon posts to find it.

I would not give *that* advice here. Yes, this is a pirate site, but I would call it an 'ethic' pirate site. I don't think you will be tricked or scammed here. Even DC and team posted a couple of times here.
But there are those pirate-pirate sites out there that distribute pirated content from here, often outdated games already modded with multiple incompatible mods. They even fake the manifests and readmes, to misslead novice users.
I know a couple of sites that distribute outdated versions of my mod, and users keep blaming me that it will not work for them. And they fake the links in the readme to point to those evil sites instead of my thread here.

Since the artist (and main guy) is active, I wonder if this means he had a falling out with the guy he was having do the more advanced dev work, thus causing a delay on this 'tech' update in spite of all the new art. I've played with the idea of working on an adult game, but with no art skill I'd need an artist, which makes a dependency that can easily fuck you over.

Why would you think that? The lead devs (strayerror and CaptainSploosh) are routinely active on his Picarto streams and Discord. The delay isn't because of any sort of internal conflict, unless you count DC's laziness directly leading to the insane amount of technical debt they're trying to dig themselves out of.
This month we have some BIG anniversaries.
First, just days ago the $2.16+ million paid for the Tech Update vaporware finally surpassed the $2.11 million previously paid for all the stories ever actually delivered by Summertime Saga. That's quite an achievement for both DC and his paying patreons!
We're quickly coming up on 3 years of: Wallpapers, gruesome 8 h work weeks, word salad status updates (e.g. this month: renamed some files, assisted the assistant to my assistant with an assist), rEcODiNg eNGineEE, aimlessly doodling rando shit on stream, vacations, progress bar that doesn't show actual progress, micro side-releases nobody asked for, vacations, "(3 to 4 months) to complete", thousands of people hired and fired in da' team don't worry we work very much, etc. etc. etc. etc.
Second will come a little later.
