Of course you have my permission! I think a Valravn fight would fit ol Rai better.

For a story this dude at least in my mind is a drifter ever since he abandoned his master and just goes around fighting/scheming against those he encounters.

Perhaps it could be about his first encounter with Val.

That is the Mantis Shrimp not the Pistol Shrimp, two completely different mechanics, with all due respect but next time i would search better before trying to invalidate someones theory, just sayin...
The Pistol Shrimp has such a better mechanic to a point where he can do what the Mantis Shrimp can without breaking itself appart and with higher force, the Mantis that create a spear like force or a catapult like launch mechanic, while powerful it can damage itself, the Pistol Shrimp can literally launch attacks so powerful that it can launch a bubble with enough heat to scare predators and with enough force to actually hurt them...

And... well, I did correctly remember the cavitation thing.

Pistol shrimp is unlikely to be effective for this MC.
except perhaps to study the musculature on its claw to try to improve his axe hand.

I don't think its likely, he's up in age with the rest of the captains around 80 so it wouldn't make sense time wise since superhumans can't reproduce, also it wouldn't make sense for lucy (the secretary) to be depending on long (fat bastard) for cash to pay for her daughters medical bills when her dads a member of a super organization that could easily support her, especially with Lucius being one of the highest members in H.E.R.O
