You're not exactly "grown", but the devil's in details. Asuras were culled and put into place by Indra not because they worshipped Chaos on itself, but in their dogma were "In the beginning, there were only chaos, and from chaos, did the false gods rise.", and that claim that apostles are gods fundamentally inferior to Chaos did. So, it was problem with this specifically, Chaos and asuras' beliefs, not on Apostole vs Arbiter ground. In that above it's even said that in beginning there was ONLY chaos, which seems to delegate even other arbiters to those false gods category. So I don't think Indra would be automatically hostile to Arbiters and their chosen/dogma, he's not even hostile to Chaos in itself, just the "wrongdoings" of their worshippers. After all, he did kill a lot of other chosen for -supposedly- many reasons, one of which was failing to serve their lords in a way he considered right, as with Syla.Scrolling through some discussions regarding Indra, I come across something interesting, a comment that downplayed him given the Eye Ending in which the aforementioned consumed Hex's dimension, like a guy mentioned how Indra died of that, now, to be clear(although I know almost everyone know this), Indra was not present on Hex's dimension, but that's not what make me curious, the comment answering the first person was, basically they mentioned how even if Indra was there, leave himself be consumed wouldn't have downscaled his power, since he would be like seeing 'His God', an Arbiter and willingly would sacrifice.
Now, correct me if I'm grown, but as far as I know, Indra don't have any reason to worship the Eye, and would probably even attack him if they encounter, Indra is a Zealot for his own Lord, the Second Apostle, and seemingly respect the latter siblings, but on the monster report about the Asuras, it is stated that Indra mauled them, since they worshipped Chaos(Creation + Destruction=Chaos Arbiter), as the true origin, disregarding the Apostles, so for whatever reason, Apostles(or at least Power, Body and Memory most likely have a different opinion) don't like the Arbirters being object of worship, with Indra having directly punished a favored species of Monsters by adoring one, Chaos, so, isn't safe to assume that Indi would also have animosity towards the Arbiter of Evolution as well?
