Something i think is relevant to that example in specific, is that no 'God' in Superhuman so far is omnipotent, not the Apostles and certainly nor the Arbiters who we know(Thanks to the chaos memory of last update)as a fact went to conflict with an unknown party and lost.An all-powerful being needs nothing, but its power. If a being has a need, it isn't all powerful. It may or may not have skill, but it doesn't need it.
going back to the Apostles they are simply not a proper example of the type of Deity you seem to depict, we know that Spawns(such as the Queen of the Sky Humans) can grow to become something more, false gods with the power to backup the title. Henri being described as the same breed of the 'Invincible Lord', weapons of such power than if wield properly even a "God" would bring their full might in opposition, and Malik/Bernhardt are put on that same tier of danger by the Eye itself
something akin to a God with Capital G may have existed on SH, but it is either uninterested on it's creation, dead or just left the Universe, the closer thing are perhaps the Outer Twins who according to the Oldest Chosen, Aglaecwif are the only true gods of the bunch, but even them are speculation.
