Yeah, i think what he needs is Ella and Syla, that would be 'gates' for Body and Memory respectively, but as of now, we don't know for certain what the Eye truly is, maybe I'm overly cautious with the theory or something, but feel like a red herring, a little, I wouldn't be ALL that surprised if the Eye end being something different than the Arbiter of Evolution, and those two things he needs something else.
There are whole lotta things that basically confirm that the eye is arbiter of evo, like when we hear algae say the oldest monsters still worship the arbiters and want them back, and we see Goliath bow down to the eye, meaning he's billions of years old and has existed since the time arbiters were running everything, and 'Knowledge' from the dream world saying Henry has the lost power of a forgotten diety, born anew, and that his like has not been seen since the time of his great lord (Basically saying he also has an 'eye' inside him, an arbiter. Just go through that entire scene again), so yeah I would be surprised if the eye is anything other than the arbiter.

Well, what the Eye keeps insisting is that he and the MC are one and the same, but at the same time, he’s something from the past that only manifested in the MC after he became a superhuman, probably because he gained the body trait (just my opinion), which would mean body and memory, suggesting he is indeed evolution. Also, the Eye says he still can’t reveal who he really is because he doesn’t have access to his old memories yet... which is kind of weird haha, because he seems to know exactly what he needs to do. Maybe he doesn’t have those memories in full, but he’s getting there.
He describes that he has not a fully formed brain to receive information from his eyes. But he can still think, he has not any type of incongruence in his speaking (or thinking). I know this is maybe just in-game mechanics and there has to be a way to describe what is happening, but that gave me an idea for an ability awakened by lv4.
My headcannon is that the apostles are the only true gods of the bunch, and the only ones who are omniscient, omnipotent, and omnipresent. Every other god like entities are only demi gods compared to them. The forgotten diety inside henri is probably the paradox arbiter. I dont want Burnhard and Malik to have a 'diety' inside, them, because it wouldnt make sense, they seem to be way too.....'grounded'? Like they are sure of everything and are completely individualistic, not bound by anything? I hope you get what Im trying to say. Those two are just broken, just our of sheer chance and coincidence, like quantum fluctuations. Henri is the only one who feels like his mind is conflicted about something so maybe he is constantly bugged by the 'diety' living inside him.
I think his 4th evo form should just be the arbiter form we all know and love, like some sort of foreshadowing, and he shouldnt need 'forms' to use his different powers anymore after that point, he can just use them regardless of whichever shape or form or armor he is in. He is a shapeshifter after-all. You know, all these 'spells' that these superhumans and monsters like syla, burnhard, malik cast when they are trying to use an attack, that in my mind is just for show and I guess 'cool' factor, basically a trope borrowed from anime. They dont really need to do all that, they can just use their powers as they wish whenever they want however they want.
I dont think that needs to happen. The fact that we have evo and paradox arbiter at the same time is mind boggling enough, considering that now the apostles are in charge and they probably wouldnt let something like this happen.

Aaaah okay thanks for remind my lazy ass about the lore. I gotta check all of em out, I think the ocean lord might be an ancient, long dead spawn of the 4th arbiter (soul)? Not the arbiter himself? Anyway you're most probs right.
We already know that the Monsters that infected Berny and Malik were just weak c-class monsters, so they have no connection to any gods as far as we know. Syla does say that lesser spawn can manifest strange abilities as they evolve that can surpass what greater spawn can do, so it seems like Berny and Malik are just perfect examples of that.
