I don't think I understand your question. Are you referring to Billy's Resistance stat? You should want to raise it rather than lower it. If that is the case, the only way to change it is getting Discipline shots from The Initiative. You need one shot for every new power you acquire so it will always rise.
If you are trying to make managing Billy's Willpower a more difficult mini-game then persuade all the women to dress more sluttily (especially those that match multiple fetishes) and use X-Ray vision a lot. A naked or nearly naked insane sister can really destroy Billy's Willpower if he has Psychosism (likes insane), Mind Control (likes incest), and Sympathic Link (likes younger women).

Almost none of either.
The sister's fetish is cross-dressing. Billy (the protagonist) has access to one power that can be specialised into letting him change genders for some sexual encounters. That's pretty much it.
does anyone know if the mods will effect save transfer. because in superpowered 2 save transfer from 1 is a planed feature.

Mods likely won't work but the saves MAYBE just MAYBE could work provided SP2 doesn't get abandoned. we will have GTA6 before that game even gets the same amount of content as SP1, getting the save porting feature online will likely almost never arrive in a timely manner, literally several years at the rate it's going.
You can't. But you can bypass it with psychochism by driving them insane and causing either obsession or nymphomania I /think/.
However, if you don't have mind control, you won't have the fetish to want them.
I have mixed feelings about this game. I really liked the concept, but even with a cheat mod it is grindy af. I am giving up before graduation.

pretty much. it's doable without the mind control but you lose out on quite a bit.

I choose the sister perk in the beginning and am softlocked with tamara, can I break that lock by changing her favor value to 40?

I didn't know you had to wait until you get her 40 affections before finishing seeing her events with billy
also the fandom attributed it to the sister perk
