Nothing new really. Most hgames would be unnoteworthy to straight up garbage without the sex scenes.
That Sayed, we are here for the h, so h should be focus number 1. If he focused on combat, we would have less animations, a bad trade-off in my book.
If i want amazing gameplay, i don`t play hgames.

If you mean the gallery in the main menu then no, this is always unlocked. Ingame there is a "spawn menu", there you need to defeat the monster first bevor you can spawn them.

I think the game is completed... as completed as you can call this jank. If i remember correctly, the endboss didn`t spawn normally, so you need to spawn it in. All planned levels and quests are in there though.
The game is completed in the eyes of the devs, everything else that comes now are bugfixes.
