Are you expecting it to say 100% and a lot more scenes than that?
Will be another year at least before the saves will have progressed that far.

Hi everyone. This is probably the second update of the game already. People have been sharing saves from the latest version, but when I load them, there are no new scenes at all — it’s still the same 52 scenes as before the update. Can anyone explain what’s going on? How are you supposed to view the new scenes if not through the phone or the scene player?

NLT games havent had official I content since early Lust Epidemic. Which is over 5 years ago. ToN was a fan made mod.
People need to accept that this type of content isnt viable now days, with the way mastercard and Visa operate and just move on. Its not down to the creators, as they want to be able to make money from these games.

Dont use it, itll break your game and youll be back here asking for a new save file in a few updates time.
NLT also patches in a cheat catching bug when his games are nearly complete. Double Emily in ToN being the famous one that stopped players less than 30% into the game

The mod creator got pissed off by users in this forum, as they keep moaning about him posting his mod in this thread. So the mod left, made his own invite only private discord, and then later signed a deal with NLT to have his mod on NLT's patreon.

Or just watch the official walkthrough that are a lot shorter and more to the point, and they go hand in hand with the written guides...
