Afaik, 1.03 is "Book 1" and is complete. 0.6.17 is "Book 2" and is still in development. Book 2 is a continuation of the story (I assume, I mostly just look at the CGs)

Nope, this is wrong. Ignore me. I was only looking at the Change log here, not the actual current versions. I don't know what to tell you other than there are two different "games" with Book 1 being complete and Book 2 being developed.

v1.03 is the fully updated version of Book One, it has extra and bugfixes the old v0.6.17 doesn't, I cannot remember what off the top of my head though.

There is no NTR in planned tags yet cult and ronja feels like netorare. It will be good if dev put those controversial kinks in the planned tags much earlier only for the vanilla players, especially the fans who don't want to play ntr/sharing even as optional.

ok, so I last played Vinovella University ver 0.4.16 (can't remember how long ago).
How do I get from there to this new (renamed) version?
If I can only continue that part by buying something then I guess I'm done as I am unemployed and cannot spend that amount of money one something that would not take very long to finish off.

unless you spend 16 hrs per day to play you won't finish finish this that quickly if you investigate all 3 groups (with help of wt-mod).
