The amount of characters is too much, resulting in a substantial loss of quality regarding the overall story and individual stories. Again, it is a visual novel. Compare it to other popular VN, they don't feature anywhere near that many characters to have a relationship with for a reason.

Which one? Raene and Ziv?

The issue is, that the dev probably wanted 1x futa and 1x gay, so removing them might not be realistic. That said, yes, they would be first to go, followed by Vess/Jade (keep either or merge them into 1 character). Since Eva is key character, I suggest to keep 1 of following 3: Lilly, Aven, Nadya (without Nadya there won't be MILF so she would be the logic choice).

Effectively what I suggest:

• Main characters: Eva, Nadya, Kit, Celine, Vess/Jade-merge!
• Persistent side characters (no romance): Thim, Thyia (maybe you can have a sidestory where you hook them up )
• And if futa/gay is a must: Merge Raene/Ziv into 1 character where there is a choice if they stay Futa or becoming Gay through a story event (dev happy, players have choice).

That means either 5 or 6 characters, making story far more manageable (both dev & player), increases story quality & immersion & emotional connection, allows dev to spend time/resources to improve quality of other parts of the game.

No, that would be, what mediocre or bad dev would do.
A good dev don't change the story in general. They may adjust/add/remove a few small piece to avoid logic holes or similar things, but they won't change the overall story they want to tell.

No, what i suggest is, that through an event, (i.e.) Raene grows a pussy. All the dev would need to do is create a second set of XXX scenes for Raene, maybe a few small text modifications and that is it. So gay turns into futa. Saves time etc. in creation, reduces the overwhelming amount of characters and thereby increases quality of everything else.

I don't remember, but like a few years ago I played an AVN that did this, after first playthrough you would unlock an integrated cheat menu, showing you optimal path and allow you to unlock gallery. It was mighty convenient. That said, probably a dev generally doesn't want to spend any more time developing more than necessary and leaves cheat mods to 3rd party.

You have the WT-mod (3rd party), the PDF-WT and all in all more is not needed. Their is no difficult way to have something it isn't like other AVN here that you need to have a specific combination of choice to unlock one specific path that you can't otherwise unlock.
And again, cheat-mod != WT-mod and you talked about the first, which is for a standard AVN without any grind, in my eyes, not needed at all.

Also, again my opinion, your initial post is more suggestion and not much review. And at this point (1 session out, the next nearly finished) I very much doubt that Perv will change anything in this regard at all.
Regarding the story and the "escalation". There is simply no "escalation" here. Since the beginning the "whole" plot was based on Eva's prophecy. That is still ongoing and none those questions/plots where closed yet.

They are 2 different "fetishes". One is trans and one is futa. You can't sum up this two as one. If you want, you can look at some of those thread that request that the futa/trans that is converted into two separate ones (also this is planned for the tag update that will happen at some point).

And, as written before, if you want to save time and "remove" one character, why changing Raena at all as you have Ziv already a futa?

Also, if you just want to save development time and, according to the dev himself, the best option to that is limit choices. Choice that are carried through the (whole) story, are what takes a lot of time. You can read that here.
