Idk must be something else triggering it. Gone back and forth and stayed countless days there without anything triggering. Oh well not worth the headache.

The scene of taking Galthia and Shae to the woods fired before I'd even met them, and I'm assuming that broke the trigger for unlocking the stables. I absolutely refuse to restart the game (I fucking hate playing through the cave, over and over again) just to maybe unfuck it. RIP.
