THIS is Bad Story-Telling. When that Police Officer had seen that Guy with a Gun Drawn, They would have Called it in and Gotten out behind their Car Doors with Guns Drawn and say FREEZE! HAND IN THE AIR WHERE WE CAN SEE THEM. This PLACE WOULD BE FLOODED WITH POLIICE CARS IN UNDER 3 MINUTES! (Bet Me it Wouldn't!)
If that guy DIDN'T and try to point the gun towards them (He would have blinded by the Car Headlights and not be able see clearly for one) They would have Killed him right then and there! Black Hole you need have Accurate Scene representation not what you want to happen. What you portray was GROSSLY Inaccurate and just threw completely out believing this Story at all.

Basically because of the dev have to create two version of the game (One having the girls aged up so it's 'safe' for steam and the other with the OG model for Patreon). I know he wanted to just make one (The Steam Version) but alot of the patreon members revolted because they didn't like the aged up models.
