The plot isn't in an early state. There have been a good number of quest already and he hasn't used those powers. In the future? What happens is the dev is still thinking how he can introduce those superpowers, the money and most of the stats in the plot. I think the guy should just ditch all that and do a VN with choices, that's all. He has been too ambitious with all those stats and superpowers. And there are like 15 or 20 of them!

i agree with you but in the end it's up to dev. mc might need his other powers when things get heated on his and arbitrator's investion.

Classic case of someone wanting to make a complex game like actual game development studio's do but with neither the time, skill or finances.

This would be so far along now, with no bugs if it was a straight VN with choices and branching without all the unnecessary bloatware mechanics and complex script. This has always been better than Rebirth, and is the story/VN Rebirth should have been....

....but here we are almost 4 years later....the devs insistence to not drop all the crap is costing him and everyone else.

Seems that you can't call Claire if you didn't chose more than friends path with her earlier

That actually is incorrect, at least as of v0.9331. A couple of days ago, I restarted from the beginning. On a Zoey-focused path (Aff 26/26, Tru 23/27) I had Claire as friends only (though still at Aff 13/15, Tru 9/9). I called her, she came to Zoey's place, she accepted vampires, and she let Zoey drink her blood. There must be some other choice you've made that kept you from being able to call Claire.
