It is. but while the Dev makes regular releases the amount of content that gets added per update isn't much. you can usually get through and update from one version to the next in about 5 minutes. speaking as someone that played updates 3, 4, 5, and 6 on release. meaning unless you are more than 2 updates behind you could probably play through the most recent version faster than it would take for you play through a minimally ad viable 10 minute youtube video.

It's a fun game. it's just not expanding very quickly so there is no rush to stay up to date for some.
