No, it's not, it's just tied to a specific route atm, when you're doing that route it will unlock at some point and you won't be able to progress without using it.
The actual problem is that the route in question is bugged

Normally the cat collar route is the Lover Mom. At the point where you have to choose if she is aroused by your your touch or kiss you in the morning with the coffee , choose the Kiss , and you will engage to Lover route. ( at one point your get a notification on your cell phone that the cat collar is avaible at the adult shop at the mall )

BUT you can buy it anyway to the whore route and put it on your mom .

AS a reminder you should be more dominant to be able to put it on your mom if your too submissiv you will end up with the collar on YOUR neck .

Literally the best thing about this game (player freedom with the family members groping etc) was removed in favor of locking you in to generic "paths" that every other porn game has.

If Westane would have a team, and he'd drag his feet, while everyone completed their scope, wouldn't it mean that after Westane done his, he'd have his work (that he dragged) and all other members work at hand? That will obviously increase development speed, you can't possibly think that all other members contribution would equal to negative amount, right?

How is that any different then, him by himself, dragging his feet and then finally finishing? The end result is the same.

its only an increase if everyone turns in their parts on time. But a speedy development doesn't always equal a good thing.

The 3.3.2 version on TFGames as well as on Westane's site (see page 1 here) have the corrected Ava paths (fixed as far as the chart (above) is concerned). You can get to 'Dommy Mommy' and etc now.

I do not believe that the one here has been updated yet. Just FYI for ya'all!
