To be fair, it is pretty consistent.
It's another dosing path (of sorts) that's consistent with ways in which the MC's choices of which dose paths we take them down.
Although the issue itself is one that stems from her having originally being a normal woman, then made a transwoman during development, and only recently getting the possibility of having her be transformed into a completely biological woman (again) via magic - Saya visting her in her dreams too.
There honestly does need to be an alternative for her transformation other than magic. Something involving the extremely effective body altering, dna rewriting TFM-1 serum.
That's one of 3 paths with her.
MC can dose her to be more open and intimate - Romantic path
Be more sexually open and available and submissive to the MC - Slutty, which also leads into the third part where a MC with low dominance gets dominated by her.
Don't forget you can take it as far as having her be her own human test subject... That's a pretty fucked up thing for the MC to do, arguably more than dosing her to be our own whore to pimp out to faceless office workers.
Except that Penny doesn't have to be dosed at all (beyond plot-related CMD test), as you mentioned.
She's interested in the MC and can be a more "wholesome" love interest. As wholesome as can be at least within the setting.
Not dosing Tasha is another example of the "nicer" side of the MC, as much as more "positive" dosing of others leads to more pleasant outcomes, and is consistent with not dosing Penny.
In John's case, it's as much if not more so about survival within the company. He's a threat to the MC that can take over with most of the women, even Tasha.
We can be "nice" and just make him more pleasant to work with, even as far as a romantic/consensual interest. We can be particularly nasty and turn him into a male fucktoy who's brain's been messed with making him subservient and incapable of fighting back (still unfinished), and finally there's the Chanel option.
Julia we can try and fail to dose, or just be nice to her (along with John when making him more pleasant/friendly)... Except when she makes herself a threat to everyone in the office.
Before her current rework (aka her previous rework), Diana used to have a non-Dose sexual interest path, as well as light (only getting her to share information more freely) and heavier (personal office slut) dosing paths that preceded what happens to her at HQ.
The choices we make shape our MC into being a "nicer" accomplice of human sex trafficking and potential world domination, or someone who's revelling in the power they can wield over others, and also somewhere in between the two extremes.
