They have some uncensored and some censored. It depends on weather the localized version is given to them with or w/o mosaic. Has nothing to do with them as a distributor. As I mentioned in the comment above^ it's the artist of this game and of the Nekopara series Sayori that doesn't provide uncensored copies of the art. She simply refuses to do it unfortunately.

The whole reason tentacles became a thing in Japanese porn is BECAUSE of the censorship laws. And the laws are kinda weird at that...like there's some pretty borderline stuff that would be considered 18+ in the States(Where I'm from) but in Japan is considered R15 but then it's suddenly R18 if it shows a penis or the clit(vagional artwork doesn't need to be censored as long as the clitoris isn't showing from my understanding)

Like I said, it's because of the artist not the company. Sayori has had uncensored versions "demanded" of her in the past more or less and she just refuses. She openly has said she will NEVER draw uncensored.
