Is that true and to what extent? Do the patrons really contribute to the development of the game? Do any patron ideas ever make it into the game? I'm thinking that the dev/author is more apt to develop the game rather than the people who like the game.

100% patreons have influence on the game, how much? That depends on the dev to dev. Almost all Dev's do patreons exclusive polls, some do regarding which character should have next scene or what should next update have or what outfit should a character wear. APM dev is focusing on older characters more due to his patreons and DLC dev added multiple paths/scenes based on his patreons suggestions.
