Nevermind. Loaded up an old save and see that it isn't where I thought it was.
Perhaps you aren't at the right point in the game to access it? There should be an exclamation mark to show you you can buy one.
If you are at the right point in the game, check your inventory. You might already have one there. Wouldn't be the first time someone has gone looking for something only to find they already have it. (Myself included).
