how do i do this quest, i beat expert solo and as a team as well as solo 3 times and as a team 3 times and i still never got the thing

When are sidequests supposed to appear? I have gotten all the way to when you go with the guild master guy to kill the corrupt merchant and still have not gotten a single side quest.
