IIRC, she did get spanked for breaking some award and trying to hide it, but not the typical minigame.
That said, while I don't remember what the reason was that got her in there, it could be related to her poor family, I don't remember... but point is that as long as her grades are fine, I can see her story not requiring that element. She doesn't really seem to have any behavioral problems that need correcting, she just needs money and likes attention.

I have a hard time seeing a reason to get her into the punishment system, unless something changes in class. Even if she does something else wrong in her job, he will likely handle it there, in private.

Another thing is why, Cass is a cunt, and so was Debbie, Rachel has her body issues, Priti is sexually repressed, and Amy is always late, what exactly have we seen that Lucy needs to be punished for, other than her doing to strip tease behind what's her face, the student president, Lucy really at least unless Altos has a secret hidden naughtiness like she is the pothead, Lucy is pretty much a perfect student, again I freely admit my bias, but what is naughty about her.

We never did find out how that played out, or who did it.

Many of them have not been paddled yet, but I figured whatever happens with her, it will be a private affair, rather than in the office.

I don't think, that Lucy is meant to get an own punishment system. Altos stated one time (this may be around 0.11), that in the next update he would either introduce sex with Rachel or with Lucy (it came a little different after all ), and she has come in general quite far regarding her relationship with the headmaster, so it would make not that much sense anymore to use the level-system for her relationship-buildup.

Interesting argumentation, with which I can agree at least partially, but I think, an young, innocent, red headed school-girl like Lucy can't be the mastermind for such an information operation. And as she has no possibility to contact the outer world, there needs to be another culprit to get this:
