Have you consulted the game guide linked from the OP? Also available in game. Also if you have checked that and still have no idea can you please provide an image of your quest log for context?
To make sure I've got your position in this storyline correct. Am I right in thinking you have done the medium sized dildo training session (for reference you do small three times, then medium once) and you are trying to increase Rachel from level 7 to 8?
i downloaded the 16.4 version and continued my save from 16.2 but its lacking all the new stuff from the 16.3 version
16.3 was the public release of 16.1. 16.2 was a patrons bugfixed version of 16.1. There was no new content between 16.2 and 16.3 except for bug fixes. If you compare and contrast the changelog info for 16.1 beta and 16.3 on the OP you'll see what I mean.

The comedy has really gotten better over time, and the game's most recent content was really good.
Regarding Priti and the Twins some storylines will require others to advance to a particular point before being able to continue. Personally I tend to find it to be easy to get tunnel vision on the students questlines and forget about progressing the staff questlines in a timely enough fashion. Regarding Rachel, I assume you have tried punishing her. Can you please try again whilst looking at the table in the following post to compare and see if you are having any discrepancies in the calculations and report back?

sally still has shorts on and i finishes her quest as far as it will let me (until next update iirc), I have to complete rachels quest bc all the other quests are basically locked behind it

I just can't believe it took so long for me to play this game. The model of the MC (with his ugly glasses) was a turn off for so long, Dunno why.
And camrades, now that I'm 15/20hrs in, I'm so glad of finally did boot this gem.
