What is the description of the rule you need to pass. Also early in the game did you trick or force Priti into taking the photos for the Maths Teacher (I forget his name). Plus what is your current level of influence, horniness and popularity?

If it's saying it's passed but not showing it, it's possible you've hit an, up to now, undiscovered bug. However there is a table on Page 356 of 405, in the guide that is linked in the OP and available ingame through the 'do not press' button in the replay menu, that details all the school rules and the requirements to pass them. On that table there is only two punishments that require 12 influence and 85 discipline, one of which is the Maxine's fundraiser event which requires you to have completed all currently available content for all the girls before it will launch as well due to it's placement in the story (and being the latest update). The other is access to the girls locker room which requires you to have completed 'the locker room incident' which has it's own unlock requirements involving Cassandra and Rachels storylines.

I really can't recommend the guide in the OP enough. You should be able to figure out what steps you are missing for your goal.

How long does it usually take for the full PDF guide to be updated to the latest version after the new patch gets released?
If memory serves it's about the same time as the public release, which is usually about two month's after the beta. If I recall correctly the release schedule for this title usually works out as; The beta version gets released to the appropriate Patron tiers, a month later a bug-fixed release is made to all tiers and a month after that a further polished version is released publicly to all. Obviously the timing of any leaks here between beta and public releases can be a little more variable.
You currently sitting at Max Influence, based on your stats you are currently nearly done with the content so far. So you should have already done the quest with Mr. Wilson. You might somehow have skipped it or glitched past it in some way of form.
But to summarize the quest you first hack the phone belonging to Priti for mr. Wilson. You get him some pictures, he isn't too happy with them and asks for more... You can take pictures of Priti forcefully naked(loose a lot of stats in the school) or do it in secret with the camera and bikini box. Then you can reconsider the deal and hire a prostitute for him(recommend cheap Viagra) or give him the pictures. Just really need to juggle the few starting quests with the science teacher Susan Chang. Tested it myself right now and I was able to do it without having any rules unlocked.
To increase Priti's confidence is for further down her quest chain. You get her to do minor acts of "rebellion" while tempting her with a chocolate cake and other things.
Yea looked at the WT. Started over and was able to move the quest fwd. Still stuck. Seems I completed everything
I would say it's more character driven. The character writing and dialogue is excellent, and the overall premise of being a headmaster at a school of girls that you're ostensibly trying to improve, allows for lots of slow steamy build up and scenarios to naturally emerge.

Ten dollars is a very fair price for this game. I'm also going to join his Patreon, and give the developer a little holiday bump.
Maybe I'll join and quit every time he has an update. I think he ought to have a little extra reward.
Plus, it's the holidays.

If it was $10 for the full game, why not.
$10 for an update, not so much.
One thing I wish, is I could support patreons without automatically joining the discords of stuff. I think I'd have to make a separate NSFW Patreon account. I don't wanna do stuff in FFXIV/Destiny 2 with PUGs and then someone notices our mutual discord servers and says "oh cool, we have stuff in common; we jerk off to the same stuff".
It would be one of the best games ever if the graphics were not designed for primary school kids, pitiful
