My current 0.4.2 / 0.4.3 save has 2 horniness points, so it's certainly possible right now. I think there was a bug in one of the earlier versions that caused one of the points to not be given, but you should be able to get them both now if you aren't continuing a save from that version.
First you have to enable to console in 00console.rpy [change config.console = False to config.console = True], then open the console by hitting shift+o.

I agree... but maybe I'm overthinking this buuuuuuuuuuuuuuuuuuuut if Claire get trained and becomes an uber disciplinarian that stat will continue to grow and you would have nobody misbehaving...Who will she spank if everyone is good? This is the one part I'm failing to see the dev's grand scheme... I'd say we need more baddies. Who? I can see an "in-game logical" reason for just about any of them. Rachel is likely a virgin, but also is extremely attracted to the MC and happy her Headmaster finds her small boobies attractive. Lucy has shown a pretty easy willingness to go further and further with the maid service so I could see that developing into sex (as long as she's getting paid, haha.) Debbie's path has already been shown, she has to use sex to prove her loyalty to MC. Donna needs to be dominated, she could easily end up going down the sub route to remove her arrogance.
