You have a problem with step 1. If you have progressed everything else properly this should give you 10 Humiliation.
If you can't work it out, your choices are the cheesy work around, strip her in stages. No AP and the humiliation add. (note you have to take more off each time, going the otherway doesn't work). Secondly you can use the cheat menu (access via the replay menu "DO NOT PRESS" button). A third option would be to use the console (Shift+O) during punishment, and set
humiliation = n , where
n is whatever you need it to be.
