I just hope it doesn't become Lucy, not just because of my ginger/redhead bias and love for her, but it's nice she so far has not been spanked, makes her more unique if we going to end up spanking most of the girls.

IIRC, she did get spanked for breaking some award and trying to hide it, but not the typical minigame.
That said, while I don't remember what the reason was that got her in there, it could be related to her poor family, I don't remember... but point is that as long as her grades are fine, I can see her story not requiring that element. She doesn't really seem to have any behavioral problems that need correcting, she just needs money and likes attention.

I have a hard time seeing a reason to get her into the punishment system, unless something changes in class. Even if she does something else wrong in her job, he will likely handle it there, in private.

Um wasn't that an optional spanking, I feel like there was a choice, but yes my thoughts exactly, as it said it makes her more unique if she doesn't get spanked, or at least you can choose not to.

Could be, I haven't played that part in a while and it's bed time so my brain is fuzzy, but she is unique that way, either way.

It's as interesting as it has to be that no one seems to mention that Lucy hasn't got paddled yet! But for anytime soon enough, something makes me feel like she's gonna get one if she breaks something from HM's house once again. Also, I've seen somewhere many times that Altos may've planned to get her in punishment system. But to get into punishment system could also mean she'll 100% get paddled (if she's on lv. 2)

Many of them have not been paddled yet, but I figured whatever happens with her, it will be a private affair, rather than in the office.

I don't think, that Lucy is meant to get an own punishment system. Altos stated one time (this may be around 0.11), that in the next update he would either introduce sex with Rachel or with Lucy (it came a little different after all

), and she has come in general quite far regarding her relationship with the headmaster, so it would make not that much sense anymore to use the level-system for her relationship-buildup.

I know that this is a porn game, and not some Agatha Christie novel, but Altos is such a good writer that I would be kind of surprised if mystery of who is the spy had such an obvious answer.

Interesting argumentation, with which I can agree at least partially, but I think, an young, innocent, red headed school-girl like Lucy can't be the mastermind for such an information operation. And as she has no possibility to contact the outer world, there needs to be another culprit to get this:
