It's general possible and yeah, the dev and his staff general do it, but only for the next version of the game. But try to post only mistakes, that are really in the last version of the game, as bug hunting is still time consuming. Some people do even decompile the source files with "unren" and look for the file and the line of code in the original files, where the misspelling happens and post this together with the misspelling. This saves the dev and his staff also quite some time. It is also better to post misspellings in the game's official discord in the bug-category, The dev and his staff might not always be around here at f95.

Has anyone encountered an issue/bug with Rachel's quest? I'm meant to punish her but was told in a hint that I have to change a rule at the council meeting first to raise her level any further.
But I have only one rule available and it's not the right one.
And also the only rule available I'm unable to change it because it requires that the student council president quest needs to be finished before I can put the new rule up to vote.
Unfortunately I can't finish the president's quest without completing Rachel's quest.
Do I need to start a new save or am I missing something?

The quests in this game aren't always laid out in the best order. Just work on other stuff and it should let you eventually. Like early on you get a bunch of quests gated behind Debbie becoming a Prefect before you even start leveling her.

Download it again or use a different archive program. I recommend WinRAR. 7-Zip is also highly recommended by others. Whatever you use, make sure it's updated to the latest version.

years left (many ideas on what to implement plenty of characters still need stories to be completed)
Well, even assuming nothing more is added (and no molerat derailments), there are many unfinished plotlines: Charlotte's (not so) secret, Samantha's dating, taming the bully from another school, the VIP visit with our hostess-with-the-mostest, uncovering the spy (come on, we all know who that is, right....?), the two other magazine models, Nina and Faye's story/punishment line, unimplemented punishment lines for certain other original characters, Dungeons and Dragon's night, unraveling the murder mystery, volleyball on the beach, oh and err...the main plot, as in what are the owners up to. Might have missed some things....
So, my best guess, couple of updates, tops.
