For this, not really. Even in Steam itself, a title with incest, cuck, blackmail, etc are still exist, and not taken down at all. Its even still exist on some Hentai or Porn title, even now. Even word Netorare, NTR picture are still exist and being posted in Pixiv, Patreon without the user got banned at all.
The only thing of that rule was they are only trying, but it was never able to be enforced on all site.
