I finally found out why i couldn't use the snake cheat from the wording of the cheat i thought you clicked one of the eyes then pressed the arrow key but your suppose to click the eyes in order so left eye, left eye, right eye repeat till it activates

I would guess it means speaking with Chrisia in the entrance before you start a day (preferably an inspection day).
