Talk to the guild woman on the left and accept the brutal orc quest, then find him in the forest where the orc camp was.

It's the only encounter in the public version (3.1) but I think there's more in 3.2. The memory shards are used by interacting with the crystals in the Hall of Memory. Press A and interact with the red swirl on the right to enter the Hall of Memory.
