i think you just have to grind it like crazy now. as in its reset , and you have to start the massage parlor from scratch

When I start a new game +, I'm told to go to the boss but the boss just tells me to f off.

I got all the scenes in the room. first you have to do the missions until you melt the gang boss. and then his fame increases and he goes to work all over the hall.

Max fame level - 3, after defeating bikers Boss, it's not locked, but there is no sense to increase it
