Maybe that's something obvious, but I can't figure out how to increase the trust between my girls. I want to play the harem route, but Rogue refuses to allow me to date Jean. Is there a cure for that?

Add Rogue and Jean to a party and invite them for group training, swimming and movie nights.

Get the women together for activities like class, training, swimming, hanging around in the dorms, etc. It'll take some time, but they learn to like each other.
