Since the engine has translation support built in now due to the multi-language version existing, I was able to use that to MTL the DLC without it being all that much work (ie: only like 6 hours vs way more when I did the same for the base game prior to the multi-language version being released).
Converted the DLC to use the localization support built in to the engine, then ran the scripts for that through GPT-4.1 via DazedMTLTool, as well as manually doing the same for the rest of the strings mixed throughout the game data.
Note that I have given this only a very cursory (~10 minutes or so) bit of testing, so it would not surprise me if something is broken. If I notice anything majorly broken as I play through, I'll update the patch here. I was also quite lazy with translating the images, as I did not feel like spending all day in Photoshop.
You will need:
Ver1.06 of the multi-language version of the base game. Purchase here:

Ver1.01 of the DLC. Purchase here (Japanese VPN required):

Copy these files from the base game to the folder you extracted the DLC to:
- base_audio.gpx
- base_data.gpx
- base_image.gpx
Extract this patch to the resulting copy of the game, overwriting any files (ie: system.gpx).

I would encourage everyone to purchase a legitimate copy of the base game and DLC if able -- supporting the developer is the best way to ensure we get more content like this in the future.
EDIT: I have, in fact, found some broken and untranslated bits, so I will update this once I've played through a bit more to make sure I caught (hopefully!) them all.
