I'm pretty sure that's correct, I don't download sims like this but the idea is that everything is included so they should be good to go in game.

When you download them you have put them in the right folder and then you will find them in your gallery and just choose them.

You may need to download the CC separately for some Sim downloads. Also make sure you have CC checked off in your Gallery otherwise the downloaded Sims won't show up.
