Two days ago I was thinking the opposite. But when I saw the 2-month update, I started thinking like you.

You start the NTR with Alexis (the little sister) when you go on the date with her the FIRST time, when the "hide-n-seek" begins, first search inside, then go outside and then go left side of the building and you'll see her talking with Davide, introduce the two to each other and you'll unlock NTR route with her.
If you either tell Davide to back-off or you don't interfere their conversation, she will think of Davide as a very weird dude and doesn't like him and I think NTR is off then.
I could be wrong of course, but that's what I recall.
