The Sim 4 itself is free, Wicked Whims always free, Beauty Mod skin super free, only the DLC behind paywall, which you don't need for making one as asset already fuck tons. And if they want DLC, FitGirl repack at your service. And in India, they sell those free stuff for free that you don't need to find and downloading it yourself. Also a lot of Indian have basic skill of coding.

Renpy free, Sim 4 free, Wicked Whims free and basic coding skill = The (Indian) Sim Porno games.
