UPDATE:
I have started a new game from the begining.
After getting to 10 fun points, I automaticly gained the 2nd lvl in brain tolerance with out even talking to CAS. I dont know if this is a bug or not, but thanks to everyone that tried to help.
So what's the max level in current version for persuasion and for self-control and for lockpicking?
As of version 0.17.30:
Persuasion: 2
Self-Control: 1
Lockpick: 2
It will change soon on version 0.18.xx:

Self-Control: 2
