There's quite a difference between what Bowei shows for his sneak peaks and "concept art", I can guarantee you it will look like this for the final product, just in case you have amnesia about what the Iris teasers looked like.
Most of the Iris teasers were finished cgs. This F9 picture is one Bo randomly dropped when asked to show any picture of Karen and clearly doesn't have a background. So no, it's not finished. You can tell from one look it's not done yet.
