Completed tag means the game's main campaign is beatable. Wether it's available in more than one language or if it will receive more updates in the future has nothing to do with it.

At the bottom of the "Read Me" (Which is also in Japanese) is a list of hints to complete each Event, but other than that, I have no idea if there's a English walkthrough
