Same here. I got a large Great White early on and then it took AGES to even SEE a Hammerhead, let alone CATCH one.

This generally happens when you use normal update files on compressed game file. if thats the issue, you have to wait till some one uploads compressed version update only file

Check if the path and file name are exactly the same and if not - rename. Sometimes it's just that.
