You have information that we do not have or you did not give that is essential to troubleshooting:

Operating System, compressed or not, mod or not, incest or not, cheat or not, update or full game, ...

... So the easiest way is for you to type "failed to load" in the top right search box and try to fix it yourself.

If not, give us ALL the details requested.

I downloaded and installed 46082. According to the walk-through, I should have begun at the library and received an Adventurers outfit. This did not happen. How do I trigger this scene? I am playing on a windows PC.

Equipment should not be in the inventory, it should be on you. If you have already been to the library, then the form is already on you, go to the Park, where you did not let the tiger.

If you updated the compressed version with a regular patch, you will have to download the entire version, since this will not work.
If you updated with a compressed patch, here are the files

Not sure, in the US, only numbers are on a house. Street Names are usually on a green sign.

Just play the game, bunch of items are too expensive at the beginning but you do not need them!

Stone talismans are worth $10 but talismans can be made of other semi-precious materials: Jade and even precious materials: Silver, Gold, ... So a lot more worth/expensive...

You can also make a bit of money fishing.
