It technically isn't essential as is. But it can be disastarous for the Empires epilogue material. I'm not entirely certain of the extent of it since there is still a segment missing... at least a planned one for that matter. Who knows, might end up getting new vampiric neighbours...

Well I like the Empire so I want the best possible ending for them but that is an interesting thought.
