Ryzen 2700X, 16GB RAM, GTX 1660 Ti
CPU usage never exceeds 40% (yeah nice to see multithreading) and GPU usage never goes above 85% usage in FSR3 Quality at 30 fps.
I know I shouldn't be complaining with my third-world country PC, but still.

Naah.. you are fine. You can still push it to 40fps or play with 3/4 chars at 30 if you want (your system is still twice as powerful than the one I had up to 1 month ago).
Download the latest dlss (search nvngx_dlss_3.8.10 and dl from techpowerup) and overwrite the one in game folder, than dl the nvidia app and downscale the screen res as I said above, than enjoy

How do you use/activate these gloryhole scenes?

Literally, just move. After spwaning in Tifa´s Apartment, hold "W" or "D" depending where your camera spawns. After moving, you should go through two bathrooms, the second one is the GH. Use the video as a guide (low quality to keep it fast loading)

I need to start learning how to work these models. The lack of rough anal animations must be rectified.

Install the mod that lets you change things further, change the speed with a text editor, pull the trust weight up. That's pretty much it. You can have radroach level of degenerate animations in game.

I found a way to "animate" boobs a bit:
- Install Unity Explorer (search button please..)
- set the scene up
- F7 to open the explorer
- scroll down the menu on the left untill you find "breast L" and "Breast R" below the female char.
- Open them and select the Breast bone "R" and "L" to perform the following changes for each one:
- set Y position to -1, set Layer by default on Ragdoll to Quad (maybe optional)
- Deactivate the main Breast R and L by clicking on the green flag, than reactivate them
- You should be good

Consider that this method influences the Y axis, therefor in some poses might not be noticeable

same as above, in addition:
To obtain a more natural effect you may change also the z to -1, so for both bones the value will be 0 -1 -1

Unity explorer ik ik, just that every time I try and follow the instructions for setting it up it fucks up at some point and am at kind of a loss at this point, I imagine some others are as well.
