I also, like you, know of games that are on steam and do release free versions.
My guess is if you just do it, you most likely won't run into issues. If you ask them, steam's legal team may tell you no.
Of course, either way, if Steam just decides to fuck you, you have no real effective recourse, because of the power imbalance. The same way all those devs who're owed money by itch are kinda fucked.
But yeah, I just hope GOG can rally as an alternative, with alternative payment options.
