I would strongly advise you to keep current politics out of the game, mainly because directing the mental imagery towards Xi Jinping or Hitler is a pretty reliable boner killer.
That being said, my totally non-expert opinion is: Yes, I'd classify Xi Jinping as a de-facto dictator, since he can do almost anything in China without having to fear legal repercussions.
I mean that thinking about a foursome with Mao, Adolf and Stalin doesn't do it for me, but maybe that's just because I'm shy.
