Yes, it was mainly given as a warning to not buy it from scammers. I don't think he approved of people sharing his newest games for free either, but he knows he can't really do anything about it.
On his Twitter page, around 13 hours ago he posted in 3 Tweets in Japanese, and then 3 in English.

Lets just forget about this and look from the bright side that he is debugging the game right now which means after that he will announce the new update.I think this will take 1 or 2 days or maybe even tomorrow.Welp can't wait for it

Yesterday, Boko got a tweet from a Chinese fan who said that someone was selling UFG2 over QQ and falsely claiming he was Boko's intermediary. So Boko just doesn't want anyone to be scammed. Or to put it another way, if you're willing to pay for this game, he wants you to pay him.
