Looks like a Direct X 11 issue. The english message would be more helpful

You need a run time package. A prerequisite app is included.
It's at UTW_Ver_0_1_4_win64bit\UTW_Ver_0_1_4_win64bit\Engine\Extras\Redist\en-us\ in my installation. If your local is different, the en-us folder may be different. Running that may help. If not I'd look for and install directx runtimes for your system.
