afaik that's the end of his questline if you meet "al" at the flower field after slave event and his servant came in to take him away.
after this you can get into goblin cave nearby on the left and talk to the goblin, he'll talk about al and then give rare flowers to you (materials required to craft purified seeds)
i did another playthrough, i managed to reach shrine maiden village while skip all npc questlines except hilda and regulus, i ignored max and simon entirely. i proposed to regulus after giving his letter to duke pesman, there's even a status saying i'm in special relationship with regulus, also my character is virgin and lewdness only 5% which is far from being qualified to get lewdness ending. yet he still doesn't show up in the shrine maiden village before the final boss
i'm really lost here, or am i really missing something here? even tho i avoided other lover candidate npc entirely and keep myself from being lewd at all time

I have 2 theories 1 the status of virgin maybe you have to rape him when he is in prison, 2 is a bug, the same thing happened to me, and others say it only happens in NG+

Going in the sewer from the backside of the city/entrance of the dungeon, requires a key or few level of skill to open the gate.
The key can be acquired in the prison of the city from the upper district. Skill required for the gate should around 10-30.
After opening the gate there's a pub in there talk to the npc on the left.
no one. only two villagers came and try to rape me as usual
after defeating the final boss it cuts to bad end where someone talks to the innkeeper (i used taint fifth element). i assume it'd be another non-lover bad end or regular virgin ending too if i used perfect fifth element instead since no one showed up at the cabin
damn if that's true then that sucks. i want them to have pure love and not rape but there's no such option during his questline. i don't really wanna choose to rape him

ok things i'm convinced are literally just bugged because not a single person has been able to provide a solution
1. Gustave despawns permanently after finishing the first part of his quest freeing the prisoner with unsealed wine and locks me out of all subsequent quests
2. Elena doesn't spawn anywhere in the swamp and brick simon's quest
